Bring a large pot to medium heat and add the olive oil. Once hot, add the chicken. Season with salt and pepper and cook until browned on all sides.
Add the onion powder, garlic powder, paprika, red pepper flakes, ground cumin, cinnamon and oregano and stir to coat the chicken. Cook for 1 minute. Add the green pepper, red pepper, yellow pepper and onion. Cook for 7 more minutes or until softened.
Add pasta and chicken broth, and simmer for 12-15 minutes or until the pasta is al dente.
Add the heavy cream and stir until combined. Season with additional salt and pepper to taste, if needed.
Garnish with green onions, fresh cilantro and red pepper flakes.
Serve immediately. Enjoy!
